Wrinkled Base coat how to fix

    So I painted my car over a month ago, mostly it turned out good, however I have a few panels where the basecoat wrinkled. I need suggestions on the best way to fix. Here is what I plan to do, thoughts or suggestions would be appreciated.
    Sand the wrinkled panels with 400 until the wrinkled areas are smooth, taking most if not all the clearcoat off. Here is my main question, assuming i do not go through the sealer coat below the base can I get away with just reapplying the base, or should I spray a sealer coat(epoxy), or should I spray full coat of primer and block.
    It is white which hides alot, and it is a driver not a show car.

    When did the wrinkle base show up? As you were clearing or after?
    What kind of base do you have on there?
    Do you have a lacquer primer under the base or a 1k sealer?

    The wrinkle showed up as I was putting the base on, I think I put it on too thick, it got better as I went along. As far as prep, It was stripped to bare then SPI epoxy, no 1K anything, I did spray a reduced coat of epoxy before the base. Both the blue and whit are Shopline PPG base. I am fairly sure that my problem was spraying it too thick, as I had no problems with the Blue.

    I plan on repainting the entire panels, not just trying to spot repair if that makes a difference.....

    Is it possible the base was applied to soon to the sealer, that would be my guess so no harm done at this point.
    I would just block clear with 600 or 800 until slick and if you dont break through just re-clear BUT I don't know how bad the wrinkle is as I say this.

    Maybe slick out clear and not break the=rough and one coat of base and clear?
    If my idea is correct, the wrinkle will have shrink in half overnight.
