Yes, it is all one bonding strip. Take a good look at the one on the left side and you'll see that it's all one piece. I usually cut it along the line that you can see where your tail light socket is hanging against in the picture of the driver side. Carefully remove or grind down the broken lower part of the strip. Grind all the old bonding adhesive off the quarter panel where the new lower strip will be bonded. Cut the new bonding strip to match the part you removed (at your cut line). Next, I put 2" masking tape along the edge of the exhaust panel where it bolts to the bonding strip ( so bonding adhesive won't stick to it) punch a hole through the tape for the bolt. Mix up the bonding adhesive (I use Fiberglass Evercoat #994 - SMC adhesive, but you could use # 870 since it's not a structural repair), apply a generous amount and install it. Now install your exaust panel with all bolts and make sure that the exhaust panel to quarter junction is how you want it. Tape it flush if needed. Let it sit overnight or an hour ( depending on which bonding adhesive you've used). After cured, remove exhaust panel and finish as required.
