Blush in Paint

My granddaughter had her '84 Vette under a car cover that proved to not be waterproof. It seems that water under the cover has created a blush in the paint on all the flat surfaces. Those are blushes you see in the photo - not reflections. As far as we know this is the original paint on the car. What can be done to remove this?

Sun or infrared lamp, the sun will not be instant but will or should work.
Whatever she does, no wax of any kind or water will not come out.

No heat gun.
 
i hate car covers. if water cant get in , it cant get out. i've seen nice cars destroyed by plastic sheeting to keep them clean. spend the money on a sail cover. this has been thru 2 hellish wind storms so far .

you would have to set it with a peak. i would rather have one setting in the weather than put a cover on it. if i use a cover it will be a cotton sheet.
i'm blocking uv more than anything. plan to put a metal roof in it's place.
