What is the best cleaner to use over 24 hour cured epoxy to remove masking tape residue? I apply masking tape over fresh epoxy (24 hour cure) when Im trying to control filler from getting where I do not want it.

Solvent base wax and grease remover may work, urethane reducer or lacquer thinner.
More than not, its not the tape but solvents coming up and hitting tape and you will have a track mark, if 2k primer is next step leave it or you may have to scuff smooth.

For masking tape residue I use a product called desolv-it. It's a citrus based cleaner than devolves the tapes mastic without reacting with painted surfaces. Then I wash ithe surface with soap and water, then wax and grease remover. Using a good quality masking tape, and shortening the time it's applied helps to cut down on residue in the first place.

I have had so many tape distributors come to me with the next best thing. Its never the adhesive alone that is the problem, its what happens when the solvents in the paint react with the adhesive the same way the adhesive reacts when heated.. Definitely try better masking tape, The cheaper masking tapes have rubber adhesive, where the pricier ones are acrylic. We need to use silicone for our powdercoat tape to hold up to the 400 degree metal temp, Its also a polyester tape so solvents dont get thru to the adhesive, but silicone is a dirty word for quality painting. We did use our vinyl cutter to do the rally stripes on the camaro and as long as we pulled it off within a day it was ok, but longer it left a residue.

Last new one I tried was 3M2480S, apparently 60 day safe for removal, so if you take it off in 2 or 3 its leaves next to nothing.
