Stabilizing additive

Anyone have an idea of what this is? We went to the MIPA store to get some paint, they claim there is no metallic in the base, just pearls, but massive metallic look. Anyway, told us to thin the paint with this to keep the effect standing up, but the paint hits the panel and its dry. Got up to the clear and it shows a texture. Cut it with 600 and another coat of clear and its fine, just seems like an extra step.

To me it seems more like an accelerator than anything else. The thinking too much part of me is thinking if the base dries fast, the metallics stay where they were sprayed. Probably wrong as usual, but then again, we are not dealing with metallics, they are pearls.

Figure to just use some good reducer to try to slow it down, not stop the flash, but at least allow the panel to be wet together so you can see what the hell you are doing. Anyone else deal with this type of suggestion?
