Repairing rear bumper, Camaro

Working on a third gen Camaro, rear bumper. Bought a used replacement, cleaned it and noticed some dings in it, nothing some evercoat poly-flex shouldn't fix. Dings are small, half size of a dime, 3-4 of them.
Correct me if i'm wrong, but i want to sand the bumper down (there is a little paint cracking also), apply adhesion promoter (definitely hit some bare plastic), epoxy, then fill, then epoxy/seal. (Or 2k primer to fill scratches) Sound about right?
 
I don't use promoter on urethane bumpers and never have a problem.
 
I also stay away from using solvent based wax and grease removers on urethane covers, the waterborne wax and grease remover is the way to go IMO.
