Problem with clear coat

My buddy is painting his 1966 corvette
It had one repaint and he sanded it all the way down to the original paint,he shoe a 2k primer on it blocked it out then reshot gain
He applied the bascoat and it went on perfect with no problems.Let it flash off for two hours at 70 degrees and then applied the clear witch was the same brand as the base and the first coat ended up as you see it in the pic
he used a new devilbiis spray gun hvlp shot the clear at 30psi
Has a brand new 60 gal compressor,toilet paper dryer and regulator
I have helped him paint cars for twenty years but now lives a long distance from me so I was not able to help
I had him buy spi universal clear in the past but this time he purchased a complete kit from another company
The paint and clear have set in his garage in Idaho for a year before being used.
I had him buy some universal clear and waterborn wax and grease remover to use on it and try again.
what does the picture look like to you guys??

I don’t know what the original paint was but I would have applied a couple coats of epoxy before applying the 2k primer etc.

I was doing a coverage test Thursday with base and narrowed the fan, and that's about what my base looked like when done.

A lot of potential causes here, and if we're not confused enough looking at the picture, this may be caused by the factory lacquer he premiered over as urethane will melt and pass the finish through the painting process or just plain wrinkle in different forms.

This is why no corvette shop will ever paint a corvette without stripping the car.
Also, gm bulletin says factory paint once and strip next time, that was back in the 60s before urethanes.

The next issue as if we need more, but a repair now will equal a third paint unless a small spot problem fix.
Results usually are bubbles in top surfaces within 30 full days of sun
 
Which gun and what was the needle size? What was the compressor pressure set at?
Was the 30psi at the gun?
 
What ratio did he mix the clear?
Universal Clear is a 1 to 1 mix, activator to clear ratio.
Most other brands are a 4 to 1 mix.
Could he have used a 4 to 1 mix clear and accidentally mixed it 1 to 1?
