Prepping chrome plated material to paint??

What's the best way to prep chrome plated steel/metal or stainless steel moldings so they can be painted black? They will be on the out side of the car.

Also, what's the best way to prep chrome plated plastic to paint black as well? This will be on the inside of the car.

The car is a '78 Camaro if it matters.

I remember Barry recommending hand sanding with 180 grit, then apply epoxy, then paint.
