Metal flakes over SPI bright Red

What are you looking for? Solid flake or what I used to call a speckle or dusting? You certainly can do either over any base color with any flake for a variety of effects.
 
you have to watch dusting in flake on solid colors. it can end up looking like dirt in the paint when its not reflecting. as with anything custom, you need to do a sprayout to see if its what your looking for.
 

Now I am not sure what the undercoat color is in these 3 stage colors, but the midcoat may work for what you are trying to accomplish.

Like Jim said, any time you just add some flake on top or to a solid base it will mostly look like dirt specs unless you get full coverage with the flake.. Were as a pearl will be a smooth look, if that makes any sense.

Here is an example. I once tried to put an orange flake on top of an orange base...It just looked like dirt..

Just to condense what the boys are saying, spray the SPI red, mix your choice of flakes in some SPI intercoat, spray that over the red, then proceed. You are going to want to do some test panels so you can see what it looks like and adjust to get your desired effect. Make sure you record what your mixture is before doing this on the vehicle.
