Little rings show up on paint in the sun

my guess is solvent pop in the base.
Even if the base wasn't cleared until the next day? What would be my next step, find a corner in my garage and set her back there where she will not see the sun? She looks great inside!! I was heating my barn with 2 kerosene torpedo heaters to keep the temp up also but I've never had problems before with it but could that be something?
 
I have seen those little circles in single stage. Same scenario as the OP, four coats applied in cool weather. Insufficient time between coats, as verified by Barry above.

Yes, complete restoration on my signature car.

It's hard to know what he's talking about, that's why I asked for pictures. Then he posts one where the "rings" have already been sanded out. So ...... here we are still guessing.
Sorry I meant the original poster. I was curious if his paint job was laid on top of an existing paint job and possibly something was reacting.

I painted the car in pieces in the end of August last year and some panels didn't quite match like I was hoping for so I ended up respraying the Motobase over sanded clear (sanded with 800 grit) New Years Eve. The car has SPI EPOXY primer, epoxy as a sealer and then activated Motobase then Universal Clear. And I went through the process of wet sanding through all the grits and wheeled everything out and then I let it set for a while to figure out what I wanted to do next, strip it or say to hell with it and finish it up seeing how it has been 35 years already. I hope that answers some questions.
