How to prep NOS E-Ecoated Ford Mustang Fenders

I have some of the last Ford produced NOS fenders, circa 1999-2000.

What do I do?

Strip> Epoxy> 2K (really don't want to do this)
Scuff (With what?)> epoxy> 2K
Scuff> 2K

If it matters, fenders have been in their boxes stored inside since i picked them up new from CJ pony parts in 2000.

Thoughts appreciated.
