Flow coat sanding question

I've sanded a few of my panels with 3M 400 grit dry and it's coming out very good except one of my fenders must of had fish eyes or something in the finish. I've sanded out the small ones but there are about 4 of them in one fender I'm scared to completely sand out.

What can I do? Can I use a toothpick and try to fill it with mixed UC then sand it flush? Can I spot spray the area then sand?

Like I said this is my sanding for the flow coat, I have 4 coats of UC and will be spraying 3 more before color sanding and buffing.

Interested to find out what those are. I had the same thing show up on my flow coat final clear. I let it sit in the sun a few days and sanded them away.
 
If it is a solvent pop or gassing you can mix up some clear and put a drop in and then in a few hours put another drop in to build it just above the clear surface, then 1500 and sand next day or dab just before you re-clear. I like a sword brush #2 for doing this.
You can only do this id the deepest part of the hole is the base color and you must clean all the residue from wet sanding out first with a tooth brush or whatever works.

As crude as it is looks like water drop but I don't have a clue looking at picture.
 
Thanks Barry. Do you think it could be gassing out? I sprayed one coat of 2K sealer and three coats of base one day waited about 24 hours then sprayed four coats of UC. The spots are in different areas so I don't think is contamination and I do that a good water trap.

Why is this important? I know those pits are deep but I'm not sure if it goes to the base or not. What happens if it does't go that deep?

hit the shiny pit with a scotchbrite and drop some clear in there, sand it flush and shoot your flow coats
