Fisheye in epoxy.

What would cause fish eye in epoxy paint. The primer I used is Featherfill, I wet sanded it with 320 before I sprayed the epoxy. Wiped it all down, sprayed the epoxy and one area fisheyed. I didn't put anything on it. except the paper towel to dry the water and then I blew it dry. Never had this problem before. I guess I will sand it and then recoat.
 
sometimes if you spray too heavy it will appear as fisheyes.

That might be the reason. But I don't know I didn't spray it as heavy as I usually do.
 
Could be form not using a wax and grease remover or could be water was still in the polyester and its a co2 gassing instead of a fisheye.
