Epoxy Primer Question

If I understand correctly, spi epoxy primer is for spraying over bare metal or filler. In those areas where it is impossible to remove old paint or surface rust but you can get a scuff over original surface (bare metal with surface rust or old overspray), do you just scuff and clean it the best you can and try and get as much coverage over it as you can? These are areas you can not really see or access enough to remove the old paint and hints of surface rust.
 
It's best to clean those kinds of areas with a spot blaster if you can, otherwise your adhesion and corrosion protection will only be as good as whatever is there already.
 
I have a spot blaster, but it wont reach these areas. Best I can do is to just scratch it lightly with a scratch pad over the end of something I can poke down in there and clean as good as I can. You got me thinking....I have spot blaster with a foam tip on it that circulates the sand when held close to the metal. Im wondering if I can use that without the tip. It would maybe work like a mini sandblaster.
 
Are you prepping inside a cowl panel? What area are you working on?
 
Inside cowl panel, inside cab corners way down at the bottom where its impossible to do much, and inside doors way down at the bottom of the door.
