In the area around the trunk opening, the channel below where the trunk lid mounted weather stripping contacts the body, what sanding is required after primer and after high-build primer?

Depends on how nice you want it. If you're going for factory look just sand for adhesion with 400 if painting it a solid color, 600/800 if metallic.

No sanding needed after epoxy (if that's what you meant by primer) if you shoot high build within the epoxy's recoat window.
 
The entire car is currently in epoxy. I will sand the whole car then spray high build. So, just rough up the channel for high build then 400 for single stage color?
 
If it's currently in epoxy then you need to sand with 180 grit before applying more primer if its been more than seven days since epoxy was sprayed. If it's inside the epoxy's seven day recoat window then sanding isn't required. The high build will need to be sanded for the sealer/paint to stick.
