2K Primer question

I primed with 2K a couple of weeks ago and it has been sanded for over a week. I am going to seal it with the 2K Sealer when I go to paint it. My question is:. Why would I have to scuff it with a red pad?
 
Always helps to open it back up..could probably get by without it but why chance it in such a simple task..
 
I do not have a problem doing it, I was just curious as to why. It is already sanded so there is a mechanical adhesion, why would I have to re sand? What if it had been sitting for 1 year, would scuffing it again really open it up ? Wouldnt it be fully cured? I just like to understand why...
 
The resins used in higher quality urethane primers like SPI's have a tendency to "self heal". Scuffing it after it's been sitting is to ensure you have the best possible adhesion.
