Removal help

This is a spoiler for a '16 Rover Sport. Can this piece be removed? It seems to be glued or something. The paint is peeling badly.

I don't have an answer for you either way, but is this the bottom of the front bumper? or the top of the rear hatch? The picture is too close to tell what I'm looking at.

Good point. It's the tailgate. I'm beginning to think it doesn't come apart. Oh well, I'll do what I can.
 
Looks like it's peeling where the two halves come together, maybe someone else had the same problem but couldn't be bothered to precision sand along the seam.

Exactly! It all blew off. There wasn't any scuffing marks at all or primer. Now, it's got epoxy and everything is activated throughout.
 
Working on a Chevy truck that came with what appeared to be good paint on the bed. When started Sanding it started peeling. Got most of it off with air and it wasn't even sanded underneath.

What gets me is that the flakes stick like glue to everything that they land on.
