Problem with epoxy adhering to bare metal

This had to be something I did or didn't do. I cleaned the steal lower clamp and the aluminum top clamp with both wax and grease removers and waited for them to dry. Tested the fan and flow of the paint on cardboard. Came out really dry do I open the flow all the way. The aluminum started off shaky but look glassy after the second coat. It was a little difficult to get the clamp covered. It looks good now. The steal bottom clamp was like spraying water on oil almost. Spots that where the primer would adhere just ran with paint. The second coat looked better, glassy. I'm thinking I'm going to have start over on the bottom clamp. Anybody know what's going on here? Thanks
 
What is the surface of this clamp? Smooth? You may need to abrade it with a bead blast or 80 grit.

Did you stir or shake the epoxy after induction? It tends to separate, can't really see that with black, very obvious in the mixing container with white.
 
The aluminum is smooth but has been sanded. The bottom clamp(steal) is ruff. It was casted. It was also sanded. It was stired. Its gray epoxy. Now I did clean it with ospho but I'm pretty sure I neatralized it.
