Prepping steel angle for paint

My son has a potential side project to build a large A frame type sign structure. He wants me to paint it which is no problem. What do I need to do to the hot rolled steel to prep it? I'm hoping not remove the mill scale as that is a large undertaking and the budget for the project won't allow a days worth of sand blasting. I'm thinking w&g remover and two coats of epoxy then a top coat. Maybe spot blast the areas that were welded. Ideas?
 
I've been talked into that before on some things. As long as the mill scale is "tight," you are OK, but the job can't really be guaranteed. If you are bothering to do any blasting at all, you might want to wave it around the steel from about a foot away just to knock off any loose scale.
 
That's kind of what I was thinking too. Might even just pass the blaster over all the raw stock first so there is minimal prep when it's all assembled.
 
Blasting is always best, but industrial side and there is a time and place for wash primer, especially something that is going to be handled this much.
 
Ask your steel supplier how much to have the steel ran thru the Wheelabrator. (basically a shot peen cleaning). The place I normally purchase at in the past has charged me $.10 a pound for the service.
