Newby Epoxy Question

Newby question here. I need to know others thoughts on spraying (SPI 6600) epoxy over 2K grey primer. The project I'm working on has all the body work done and has very spotty metal, epoxy and primer. Due to medical issues I've had to let it sit outside for apprx 4 years. I'm wanting to to finish it.

I'm considering washing it down, sanding with 400 and then spraying the entire car with white epoxy then doing the white bc/cc.

What does the spotty metal look like? Was there epoxy sprayed over the 2K, under the 2K, under or over any filler? I would sand it with at least 320 or coarser before epoxy.
 
The spotty metal is bare with light rust. (There's only 2 ~ 3 small spots under 4 inches dia. They were to get epoxy before the project had to be abandoned) The epoxy that's on it now was an afterthought recommended by a friend. There was some exposed metal that got epoxy'd with some overlap on surrounding primer.

The reason for all the questions is to determine the condition of what is underneath what you see. 2k is porous, filler is porous, epoxy (SPI) is not. After sitting outside that long, the only thing I would trust to keep any metal underneath protected would be SPI epoxy. If you have epoxy on the bottom, that is good. If you have bare metal with filler then 2K over it, that is bad. If you had epoxy, filler, epoxy, then 2K, you should be fine to just sand the bare spots with 80# da to remove rust, sand the whole car with 320 or coarser (180-320), and spray 1-2 coats of unreduced epoxy, 2 over the metal spots at least.
 
Thanks Texasking - I'm thinking I might take it back down to bare - epoxy it then primer - just to be safe. I don't believe there's enough epoxy on bottom to be comfortable with. I just went down to take another look at it and I just don't get the warm fuzzies - so looks like I'll be doing some sanding. Thanks a bunch for your input.
