Help with rusty area

I’m customizing a Humvee. I took the roof off so that I can paint it separate from the rest of the truck. It needed new gaskets all around. The roof has 3 pieces to it. The turret hole cover and two pieces that are welded together, making one solid piece. Where the welded pieces are, there is surface rust. Some of the areas are very hard to get at. One in particular, which I’ve included photos of, I have no idea that to do with. I can’t get anything in that area to sand it down. I have read on here the horror stories about rust converter spray. Any suggestions,

I was hoping you weren’t going to say that. It has supplemental armor on it. It probably weighs 350 lbs. getting it outside to do it will be a bear.
 
I won’t be able to get in that area with anything. It has about a 1/4” gap. I’m afraid even media blasting won’t get in there.
