Fixing Bubbles

Yeah, it probably deserves watching. It could be that since short strand filler is prone to large pinholes, that you have some air pockets under the paint. That would be the best case. Worst case, the inaccessibility of the backside made it so that moisture is penetrating into that area despite your best efforts. If you're not inclined to repair it now, perhaps getting very dry by putting heat on it overnight, then using a wand sprayer to apply cavity wax on the backside would help.
 
This is the rear quarter behind the wheel were it rolls under the car and meets the trunk extension. I welded up some small rust problems along that bottom edge but it was almost upside down and I sucked at that welding.

Food for thought Jim, if the lap of these panels is accessible from inside the trunk behind the wheel well, do your holes in the top panel, plug weld from the top. Weld placement to suit your skillset. (for next time)

I have sprayed epoxy in the cavity with a under coating gun. There is little doubt it is totally covered on the back side with epoxy (and likely took days/weeks to dry since it was so heavily applied). I think that slow dry is what may have soaked up the moisture in the filler separating the outer epoxy. I plan on keeping an eye on it. If it is rust I have to cut and weld anyway, so what if it rusts a bit more and I have to cut out a bit more. This area is only about 6" long and 3/4" high at the bottom the the quarter. Just going to drive and enjoy it for a while first.

It is not accessable. Too narrow of a pocket to do anything.
