Epoxy on plywood

Yes but, you should check the moisture content of the plywood used. If it was me replacing plywood on a pontoon boat deck, I would use pressure treat plywood. This will give you the highest moisture protection other than using a hardwood. To further protect the pressure treated plywood, I'd seal it with SPI epoxy, I would not paint the end-grain so moisture can escape.
