dry vs wet sanding universal clear

Just sprayed three coats of universal clear and have some questions. My plan is to sand and then spray another round of clear. Oh yeah, only second project, so pretty much a total rookie. The surface is pretty good, just some trash and a bit of orange peel.

1) How long do I wait until I sand?

2) Last project I used dry sanding first on a DA. Specifically, used P500 on a DA dry, then went with trizac 1500 then 3000 wet using the 3M soft interface pad. The results where pretty good, but this time I have a black base. So, can I use the P500 dry then spray 2-3 more coats of clear?

3) If the P500 dry isn't recommended, then what kind of block do you all use for wet sanding?
 
If you read through the threads on here, you will hear everything from people using only a soft pad to really hard objects like corian. I use a combination of short, long, narrow, wide, rigid, and soft blocks, depending on the shape and how much room I have. My favorite is a 9" section I cut off a Durablock and sliced with a band saw every inch to make it a little bit flexible. I have a block called Holy Terror, made by Motorguard that is pretty good too.
