what stage should body panels be left in

As a hobbiest who doesnt have time every day to work on my project, what stage of completion should a panel be left in before moving on to the next panel. Such as strip paint, do metal work (replace rusted metal), coat with epoxy primer. Then move to next panel? Or do epoxy and 2k primer? Do filler work? Knowing that it will be weeks or months before every panel is done, what condition should they be left in while working on the rest of the car?
 
You have two options in my opinion.
1. Strip to bare metal, do metal work, weld in patches and shoot two coats of epoxy. Then when ready you can sand/scuff the epoxy and continue.
2. Do all of the above plus the filler work and 2k blocking sessions. Seal with epoxy. Then when ready you can wet sand with 600, shoot a fresh coat of sealer (optional) and paint.
