What is meant by Dwell time in regards to epoxies and primers?

I know what pot life is, but what is meant by dwell times? Is that how long you have before you must do a mechanical sand for adhesion? I guess that term i have either forgotten what it was, or never knew.

I'd have to see in the context of the tech sheet to know, dwell means a wait of some kind.
