He may not know. Someone else may have done it. One of those I don't know what they have done but it can't stay this way. My guess is single stage that needed to be removed. Maybe the OP will chime in with more info.

I paid someone to paint it, base/clear is what is on it. Several people have said its trapped solvent between the base and primer. Just curious of y’alls thoughts. I have to redo for free anyway but don’t want this to happen again. I paint all my work now but I have never seen this before.

So if you paid for base/clear who put the primer on and prepped the car?
 
Need more details. What primer was on the car when you gave it to him? Did he seal it? Prepping with wax/grease remover doesnt make much sense to me. but im assuming he sanded the primer before paint?

What brand basecoat was used?
 
Lots of time people will rush their paint. Not allowing proper flash times will do exactly what happened here. I have seen it happen alot..

Nason base, nason primer. I wet sanded it the day before he got it. He didn’t seal it. You don’t use grease/wax remover?
 
This is a fine example of how saving money on the front end will cost you more than if you used quality products to start.

If you like this car, strip it to metal and go at it again. Lesson learned! Good luck.

I agree, at the time I had previously worked for him and then started my own business, sometimes you can put too much trust in someone. I know better now and use SPI products.
