Warm Places in the Usa during winter and spring

Thinking about vacation this year. Want a place with hot weather and hot water to swim. What's the place you guys know and what's the earliest time to get there?

No beaches as to shallow ( great for small kids as safe)
Best fishing around.
Beaches on east coat Miami
North.
Westside Fort Myers north.

The West side is fewer waves than the east side, but all have great beaches.

Florida Panhandle in the summer will definitely fulfill the hot part of your request. Fort Walton Beach is nice, but it's really crowded. I've vacationed from Biloxi to Panama Beach and my family loves the white sand and warm Gulf waters. But like Barry said waves are non existent which is good and bad depending on what you want. I personally prefer to sit on the beach, drink beer, have a peek at girls (when it's safe LOL), and relax :)

We look at April 23rd to Panama City Beach. Do you think it's possible to swim already at that time?

Where are you coming from?

We lived in western Massachusetts where our local, Queen Lake was spring fed, so never very warm. My sister and I visited relatives in Miami several times in Februrary and swam in the ocean and the neighbors pool, which both felt fine to us..., though the natives got chilly watching us. lol
 
I'm sticking with my suggestion, maybe tweak it to rent hotel in Miami & drive the keys.
I'm 2hrs north of Miami & ocean temp here yesterday was 73. I'd expect near 80 end of April. August 85+
Been a while but remember how boyant i was compared to Ny Nj. Jump off boat & pop right up .

We are coming from Minnesota. Usually in a middle of April we still have a snow storm, so it's still almost winter for us.to get to Panama City takes around 20 hrs. Probably for the same money could fly to cancun, but can't. Have a 2 years old daughter and I don't see any possibility to have her wear mask for 4 hours
 
Not to get off topic but the whole mask thing might be gone by may. And flights will still be cheap. We are looking at Vegas in May. Tickets are cheap..but year a 2yr old with a mask I don't blame you
