Universal Clear Bubbles

Need help. Used Universal Clear for the first time this afternoon and have a problem. Spraying over Shopline base coat which had dried for 90-100 minutes before applying the clear. About 5 seconds after spraying, the clear had dozens of little bubbles pop up. I tried spraying a plastic plate I had in the shop and there was zero bubbles. It is only happening on the base coat. PPG says you can topcoat after 20 minutes, so I thought waiting nearly two hours would be plenty of time for it to flash.

Am I right in thinking that it’s a reaction with the base coat? I guess the bigger question is how do I fix it.

It might be that the base was put on too heavy and had solvent trapped beneath it, but with your minimal description and photo, it could be anything.

You fix it by leaving it alone for a long while, days or weeks in bright sunshine if possible. hopefully you won't have to take it all the way off, but I am guessing there are holes under those bubbles.

Would it help to sand it with , let's say 800 to break the surface a bit to help it flash better?

Thanks. You are likely right. The base was very transparent so I ended up going with four coats.
