Tiny Rust Pits. What to do?

Wanting to know/hear from others about the best way to deal with those pesky tiny rust pits, streaks, stains, etc. The ones you can't remove with sandblasting, wire brush or sanding because you may mess up the metal. What's the best way to deal with so they don't come back through after paint?
 
IMO if sandblasting doesn't remove the pits (or turns them into holes) then it's time for new metal. It will become more expensive to rework once you spend all the money in that fresh paint job and rust re-appears after the fact. While it's in bare steel, fix it once, fix it right.

Technically, if you keep moisture and oxygen from getting back to the steel from both sides, the rust has no way to grow again.
