SPI Primer and Universal Clear with Low VOC Base?

Learned a valuable lesson today. Was painting a 98 F150 with some Low VOC paint he purchased from Ebay and ran into a big problem. The base was not curing and was causing the paint to squeeze/bubble around edges that required pressure (door handles, ect). It also seems that the sun actually melting instead of curing the paint. When stripping after the truck sat in the Texas sun for 3 weeks, the paint was still gummy. What do you think the cause of this could be?

Is this a failure caused by combing regular VOC products with low VOC, or just bad product from Ebay?

Nasty stuff, nothing to do with VOC.
I just did a test for manufacture, and the company that sells him sold him their water and then tested for 30 days and blamed him.
Found the issue in about 4 hours and told him the water was crap, and set up a proper prep using his old paint after three days of testing made by the same company.
So he's back to the solvent and happy as can be.

Over the years, I tested a lot of water bases and a foot note; they are all different, and no matter how I prepped the panel, this water base the next day could peel off.

With the prep system this company put together, even the solvent would crack the next day because of a lack of adhesion.
I knew when he first called they were creating sales with extra stuff and steps.
This company paints 150 plastic panels at a time, so it had real problems, sad.
