Rust Treatment

I understand that rust converters are not to be used before applying an epoxy sealer although Ospho can be used if absolutely necessary and neutralized properly. What is the proper way to neutralize Ospho? I've read up on Ospho and it contains some of the same problematic ingredients as a rust converter - phosphoric acid in particular. Skybryte is the manufacturer of Ospho and they also make a product -called Rust-I-Cide which is supposed to dissolve rust leaving a sterile surface. Has anybody used this product? Other than totally removing the rust is there any way at all to safely treat rust prior to sealing with epoxy?

Caution: all of the rust treatments claim to leave the surface ready to paint - don't believe them.

I use Ospho in the following manner.
Treat the rusted area by applying a single coat at a time until the rust is all converted (black). Once the rust is converted, apply a heavy wet coat of Ospho and then before it dries I scrub the areas with soapy water and a Scotchbrite pad and then rinse thoroughly.
Blow it dry with compressed air paying attention to seams and crevices. When dry examine it closely for any white film residue. If you find some reapply Ospho in that area and repeat the wash and rinse steps.
