Question on existing paint condition

I'd like to get some perspective on what I am seeing in this metallic BC/cc car that has bad scratching (or what looks like scratching) in most areas.

I'll be getting this restored to its original color.. somehow.

These are close ups with a sort
Of macro extension on my iPhone.

Appears to be sand scratches.

I did some more research and another possibility was that this was clear coat fracturing.

The top picture on here is what I think I may be seeing but I'd sure like to be able to fix this without a complete respray.
