Primer or Filler

Hi, everyone. I'm still really new at this and I'm at the phase of blocking out my hood (bonnet, more properly) on my '66 Triumph Spitfire. I did metal work and filler work on it and then hit it with three coats of regular build primer. I've started blocking it out, using a spray guide coat and I have low spots of course. Since I have no experience with this, I'm curious if there's a good rule of thumb for deciding on if a low requires more filler or if it'll fill with build primer. My guess is that if I can see the low with the guide coat AND feel it with my hand, I need filler. If I can see it but cannot feel it, I can use build primer.
Is this valid? What rule do you all follow? And, yes, I'm ready for the answer that "if you can feel anything, you weren't ready for build primer in the first place!"

You cannot put body filler over a urethane primer, only option you have at this point is get some icing or dolphin glaze and 180 the spot and apply.

You did not use epoxy over the bare metal first?????????????
 
No, I did use epoxy - you taught me better than that! I did two coats of epoxy after stripping it to bare metal, then all of my metal work, followed by 2 more coats of epoxy. Then I did filler work on top of that, followed by 3 more coats of epoxy. I should have done a guide coat and blocked out that, I guess, prior to the build primer. I do have Evercoat 400 Polyester glazing putty - seems like this is the same as the dolphin stuff?
