Possible reaction in Universal Clear ?

So I got my car painted and clear about 3 weeks ago. I got it to the house and I’ve been slowly getting back to together. Anyways I noticed on top of my quarter panel this problem ? It looks like dried up glue, possibly some type of reaction ? This is the only spot that has this.
No where else on the car.
How would I go about repairing this ? I can’t even find pictures of anything similar.
Also I used the universal clear if that helps.

Not a clue; maybe someone else will have an idea what this is???
The picture looks like something got
On It as it's too soon to come from the bottom side.
Just my guess.
 
Agree with Barry. That looks like something external, not the clear. My guess something got deposited on the surface. Look at the spatter pattern in the pic of whatever it is. Looks like something dropped on the surface.
 
Not at all. I’ve just been bolting everything up. Haven’t used any materials or anything like that. Im completely stumped. I tried gently sanding it and picking at it, but if it will not come off so that’s why I was wondering it was a clear reaction of some sort.
 
I would'nt pick at it but wet sand with a hard block to see if you can get it off, I have no idea what it could be but it is not in the clear but on the surface.
 
that is bird shit . garage door open ? little bastards will swoop in and out and aren't picky when or where they poop .
My other friend was saying that as well. It’s very possible one flew in where the car is at. But is bird shit normally difficult to remove cause this stain is not coming off lol
 
I managed to take a better picture during my lunch break if that helps at all

Bird droppings are highly acidic and will attack clear in exactly that fashion. 3 weeks isn't fully cured and therefore will be even more susceptible to acid attack. Also it looks like grit in the excrement scratched the finish during the attempt to remove it.

I always start at higher grits to start with , I usually start with 1200 wet and make a decision to go to lower grits from there.
