Need advice on how to repaint body pieces

Hello everyone, I purchased some plastic/fiberglass ground effect pieces for my car.

They are painted with the factory paint from 1998. The paint is in excellent condition, only it's the wrong color.

I'm trying to figure out if I need to completely sand the factory paint off or if I can just scuff the paint and prime over it.

Do you guys have any suggestions? Would I need a sealer, or would primer be OK?

Scuff and shoot with whatever you want. Red scotch pad or 320grt prime then prep for paint if you like or scuff and paint so long as the factory paint is in good condition.
 
Like DATE said but want to make a Point about his post. If NOT primer or sealer then clean good and scuff with gray pad or 600 for base coat.
