I was just watching an auto repair tv show where they stripped surface rust on a panel and then sanded it down to clean bare metal for primer. However, they said if you look very closely, the small slightly darker spots are iron oxide in the poors which will rust through over time. So, they treated it with a rust converter before primer. Is this something i should do before SPI epoxy, or will the epoxy keep those small spots from getting worse? I thought rust needed oxygen and the epoxy would block any oxygen from getting into the poors.
 
all you can convert rust to is a different color of rust. if you have pitted metal treat with phosphoric acid . be sure to rinse while it is still wet .
 
the epoxy will seal the moisture from getting to those micro pits, unless they are on the backside of the panel, which actually makes them a hole covered in rust.
 
Guess we pretty much covered this on how to with email but do remember this, those shows are pushing whatever products sponsor them, so you get a lot of companies that get on those shows because they are targeting the the do-it-yourself crowd, that may not know better.

Rust is fixed by, blasting or grinding and next choice is Ospho and like Shine said must be neutralized.
