Is this solvent pop?

After the first paint job the car was sanded back to primer. SPI epoxy was applied and the PPG base clear was applied.

Maybe the first shop used a cheap etch primer.

If the car has spent time in the sun, and only that spot is bad, it might not be worth making a mountain out of a molehill. That area needs to go to metal and be built back up with good products. The problem in my mind is that I would not want to be that second shop, seems to me that they own all the problems now due to their decision not to go to the metal.

I try not to get involved in these messes, but they seem to find me (or get referred to me, Thanks) Normally they have already spent a ton of money for something that needs to be completely started over on. I have one now that is exactly like that, but I know the customer pretty well so the communication is slightly easier. I will probably end up patching it with the agreement that I am not liable for anything, and there will be problems down the road. 99% of these car owners know very little of the importance of preparation before paint or the amount of time required to do something that will last, but many have found out the hard way, unfortunately.
 
Now i'm wanting to see examples of solvent pop.
Other reason why i removed a couple of my posts was now i'm thinking i had tiny holes not bumps.
And i didn't see neighbor today to tell him we don't make big noise here after sundown. Was driving me nuts.

Solvent pop can look like a fine pin-head that never pop, (looks like dieback)
Too a full-fledge looking fisheye and everything in between.
The size of the ones in the picture right away makes you think of rust or co2 gassing.
 
Not my work, saw this on the Camaro forum and trying to learn a little.

Will time in the sun help fix it? Car was painted in May.

Looks familiar. I had a 63 impala i painted about 6 years ago. Was a rookie, still am. I took a fender down to bare metal and sprayed it with some garbage called gem rust killer. Then wiped it down and 2k primer. Block base n clear. Buff. Year later the entire fender was covered in those bubbles. It was like grinder metal shavings that grew into bubbles. Hard to explain. End up bare metal whole fender and start over. I would say that is caused by poor metal prep or some bs rust miracle. Since then ive learned about spi epoxy and metal prep. If you dont lock down that metal it will show you it wins the fight a few months down the road
