It's hard to see in that picture. Is there body filler under that area by chance?

No filler. Panels are brand new and were in EDP. I listed everything done...wax and grease remover, sand 180 grit, blow gun, wax and grease remover, epoxy primer x 2.
 
it looks like orange peel to me, but it makes no sense how I could have a few small areas like that. I'd have orange peel every where if I had my air pressure too high.
 
That looks like loading it too heavy. Maybe a couple of PSI higher and spraying a bit longer distance from the surface would fix it.

Making sure you have full pressure at the wall regulator will make the epoxy spray better too.
