I'd appreciate some advice to help out my brother.

I would recommend finding a shop beforehand that is willing to accommodate your plan, since they would be being asked to paint over your prepping and primer, which WE know will be fine, but they may not. As mentioned earlier, many shops have a policy of no warranty on any substrate other than bare material or good OEM primer or paint.
Yes thanks. I was figuring that and not planning on priming it first. I certainly could. I've got some SPI epoxy on hand but I figure let the shop that's going to paint it do that as it removes any question in their mind about a product they aren't familiar with.

hen if we can find paint shop that would be willing to do spray outs exactly as you describe, then the shop is only looking at repaint only. We can re-install the bumper afterwards. If your estimating program says $800 for R&R, prep and repaint then he should be able to have it painted for somewhat less than that.
The estimate I did included R&I, a couple hours repair, and a new emblem. It was just shy of $800. To me, silver is not that hard to get an acceptable match. There is usually not that many toners in the formula. The real problem colors are usually named after metals. Pewter, titanium, magnesium, colors like that, sometimes have 10-15 toners, pearls, and metallics in the formula. Makes it much harder because any of the toners could be throwing the color off.
