How to Prep Factory Undercoat for Epoxy Primer

I searched here and didn't find an answer so I'm asking for help here.

My car is a 1973 Porsche 911 with factory applied undercoat in the wheel wells and chassis pan. Most people agree that the Porsche factory used a PVC based undercoat.

I've made a few repairs here and there so the undercoat is down to bare metal in a few spots and I plan to re shoot some UPOL undercoating and try to blend it in with the factory stuff the best I can. I really don't want to remove all the factory undercoat and start over.

Then my thought was to top coat with black epoxy primer and be done with it. I've cleaned the under coating in a few spots with simple green and a stiff brush.

What would you do to prep before Epoxy primer? I have the 700-1 waterborne cleaner. Should I scuff it with a scotch brite pad? I'm looking for the best possible adhesion, chemical resistance, and long life.

I appreciate your help on this. Its a messy job that I don't want to do again for another 40 years. Here's a picture. One more thing, I may want use a little bit of flattening agent too to cut down the gloss.

PERFECT! only thing i will ad is now clean with the 700 and let set overnight after drying and then epoxy.
