Frustrated with Painting ABS spoiler, Need some direction.

So my dad bought a different style new spoiler for his 2019 Mustang. It was "Primed, paint ready". I am struggling to get this spoiler painted and cannot figure out what is happening. Just tired of throwing money away and need members advice and help. My experience painting is very little, especially plastic.

We cleaned the spoiler with WG remover and let air dry for 45min. The shop I was painting in was around 90°. I sprayed SPI black base (qt of base is about 8mths old) over the black primed spoiler and the paint reacted only on the top. Looked like a dry desert ground. The other four pieces to the spoiler painted good with same base paint. So I sat it out in the sun for a while, then removed base coat wet sanding with 600grit. Once that was done I cleaned again and tried to add a SPI epoxy seal coat. It pinholed in the same spots. Let it sit over night and came back next day, wet sanded with 320 to remove pinholes. Cleaned with new bottle of 70% rubbing alcohol this time, let dry for 45min, re-sealed and it pinholed in same locations, only on the top.

Things in common:
Very hot in shop
SPI slow reducer is 1yr old, used in base spray and 2 seal coat sprays
SPI WG remover is 1yr old, darkened in color

It looks like the solvents in the base coat are dissolving whatever coating they had on it. Most raw plastics require an adhesion promoter be applied before anything else.
If the rest of the parts look okay, then I would guess this top flat portion may have had an issue or the primer was too thin.

Is it too late to add an adhesion promoter? Can I sand epoxy seal coat down again, add AdPro, epoxy again, then base/clear?
 
Thanks again for the directions on helping me get this spoiler painted . Stripped, epoxied, and painted. Had my air hose kink on my final (3rd) coat of SPI universal clear that caused a pile up. Set it out in the sun this morning for about 4hrs, let it cool for a few hrs, then cut and buffed. 100% percent satisfied.
