I am having issues with the gray Epoxy not wanting to feather out any thoughts? all the parts on my car mostly are sprayed with black and no issues at all. Use the same procedures.

IDK, that could happen if the epoxy has not cured long enough. Or possibly some contamination on the metal. Let that sit a couple days and see if feathers better. I read all your procedures were the same so maybe that grey is a bit slower?
 
I would be concerned after 4 weeks. 80# doesn't feather like 180# would, but shouldn't scrape off with a fingernail or even a razor blade.
 
Looks like it's not feathering at the metal to initial epoxy coat? What was your prep like on the bare metal? Did you use an acid treatment?
