epoxy and rust question

I have a rusted panel on my car and i have saved it down to bare metal and removed the rust. the rust left the metal pitted and i have heard that before you can prime it you have to neutralize the rust is this true ?
if so what should i use to neutralize the rust before i put on the first coat of epoxy primer.
P.s this is the first car i have ever painted any tips help

What brand of epxoy primer are you going to use? Some are not real friendly with rust neutralizers.

If rust is gone as stated, clean with 700 and epoxy.
If rust is still there, then we sandblast or treat with Ospho and neutralize the Ospho.

you neutralize with water

okay how do you neutralize the Ospho.

Once all the rust is converted, you apply another coat of Ospho and BEFORE it dries you wash it off with soapy water and rinse well. I usually blow it dry with compressed air.
