Cure time before cutting runs

Just finished an all over. 3 coats dc4000. Got a couple runa and sags. Havent done much painting in the last few years and the few things i have done were small jobs anf run free. Seems i only get runs on all overs. Been 3.5 days so far. Temp is ususlly 80 plus here. Been tryin to leave car in sun but its been overcast everyday. When i put my fingernail into the runs theyre still rather gummy. Rest of car seems reasonably hard. I dont want to risk tearimh the runs. Any tips? Is this normal given the timeframe? Thanks
 
Not an expert but I usually knock the top off them and leave them for another day or so.
I was wondering about that. Thanks. So the idea is to just sand them a little to break open the clear to let it gas out?
