Contaminated fiberglass

Customer has a Dodge Journey with a SMC tailgate, their mechanic does their rustproofing, and saved the tailgate from rusting by spraying their rustproofing inside. It didn't rust so far, very nice! Seriously, paint outside is bubbling, dealership doesn't want to pass it under warranty. Customer wants to get it repaired, but I don't want to touch it if it will fail in the future. I never tried to do anything in such a scenario, is there anything proper that could be done, or does it need a new tailgate absolutely.
 
We have fought this a 100 times over the years, most common is the fiberglass dulles quarters.
Tried everything and may have won one once I know of and maybe twice..
In my book its a no win deal unless its your own to experiment with.
 
if it can come through enough to cause a repair it is going to cause another repair only you will foot the bill on the next one .
