Color sanding tri coat paint ?

How does Dodge get away with color sanding on the base coat and mid coat ? I think the talking head didn't know what he was actually saying.

The guy says every coat was sanded before the next coat which I did not think you could sand a candy base coat then spray a midcoat on it and not have the sanding show. The only candies I have ever shot required the basecoat to be flawless or it transmitted through the candy.
