I just bought the car in this condition, a 64 1/2 v8 4 sp Mustang convertible.
Needs a lot of work, but has no where near the rust that is normally seen.

I think it is old lacquer over lacquer primer. It scrapes off like lacquer and on the area under each of the blisters the primer is darker than the primer in the surrounding areas not under blisters.
