Can cut and buff finish come out as shiny as fresh sprayed uv clear?

My buffer has a variable speed trigger on it. So I start out slow while spreading the Megs M-100 and then increase the speed while buffing to around 1500 at first but then jump it up to 2000 - 2500 working the area until it looks free of scratches.

I run the foam pads and polishes(Chemical Guys V32 with white CCS pad, followed by Menzerna FF3800 with black CCS pad) slower so as to increase working time. Speeding up a bit when finishing up.
