Another "how do I fix this"

The attached photos are the result of my attempt to lay down base over clear.
When I first spray it on it looks like wood grain and it's not just the metallic flakes laying down. It's actual texture. If you look closely at the light reflection you can see the texture of the"streak" in the paint. Of course when it dries the effects are less but trying to cover something like this with more paint never works.
The substrate is cured and uv exposed production clear sanded with 800. I wiped the surface down with 700 and then 710 W & G remover, wiping down the surface with a dry wiper as I went. Then I allowed to dry for over an hour before spraying the base.
Air temperature was about 80 and RH about 75.
Any ideas as to what is causing this?
